What would you do -whose needs are being met

WWYD? – Whose needs are being met?
A resident chooses to smoke. They understand the risks and have made it clear that smoking is important to them.
A member of staff strongly disagrees with smoking. They never openly refuse to help, but whenever the resident asks for support to go outside for a cigarette, the staff member says things like:
“Do you really need another one?”
“It’s not doing you any good.”
They regularly find other tasks to do and make the resident wait. The resident eventually stops asking that member of staff. What would YOU do?
